On Thursday, 22 May, the Kosovar Centre for Security Studies (KCSS) held the National Citizen Consultation under the REACH – Reinventing Engagement through Affirmative Citizen Consultations project, at Hotel Garden in Prishtina. This high-level consultation marked a pivotal moment in the initiative, bringing together a national cross-section of stakeholders to deliberate on Kosovo’s strategic challenges and policy priorities.
The event gathered over 30 participants, including youth, academics, civil society representatives, and institutional experts. Through structured group sessions and consensus-based dialogue, participants collaborated to transform citizen insights from earlier local consultations into concrete, forward-looking policy recommendations.
Three central themes guided the discussions:
Rule of Law, with a focus on strengthening judicial integrity, transparency, and institutional accountability;
EU Integration, addressing Kosovo’s reform path and alignment with European values and standards;
Environmental Protection, examining the need for sustainable development, climate resilience, and effective environmental governance.
Opening remarks were delivered by Mentor Vrajolli, Executive Director of KCSS. This was followed by a presentation of findings from the local consultations by Ramadan Ilazi, Senior Researcher at KCSS. Adelina Hasani, Project Officer, introduced the methodology and guided participants through group-based deliberations. The event concluded with a consensus-building session in which the participants identified the top 10 national recommendations to be featured in the upcoming Kosovo policy publication.
This consultation reaffirmed the importance of citizen participation in shaping inclusive, democratic, and evidence-based policies for Kosovo’s future.
