BIOGRAPHY

Rozafa Ukimeraj Çuni is a legal and governance expert with over 20 years of experience advancing democratic governance, rule of law, and citizen participation in Kosovo. She has held senior leadership roles, including Secretary General of the Ministry of Local Government and the Ministry of Defense, where she promoted institutional transparency, public accountability, and gender equality in decision-making. Rozafa has contributed to key reforms in local governance that strengthened municipal accountability and ensured participatory practices centered on citizen voices. Her work supports inclusive policymaking and the empowerment of marginalized groups, including youth and women. She played a critical role in Kosovo’s first peacekeeping co-deployment alongside the U.S. Army, reflecting her commitment to international cooperation and security. Rozafa also contributed to the EU-facilitated dialogue process between Kosovo and Serbia, supporting peaceful conflict resolution and regional stability. With advanced studies from the University of Prishtina, Rochester Institute of Technology, Indiana University, and the University of Oxford, she combines academic rigor with practical leadership. Rozafa remains dedicated to democratic innovation and building institutions that serve all communities.
