The development of a domestic intelligence agency in Kosovo has been controversial for reasons that relate not only to the robust role of the secret police in the former Yugoslavia but also to the unique conditions that have obtained in Kosovo since the breakup of the Socialist Federal Republic of Yugoslavia (SFRY).

In addition to that, no current assessment of the Kosovar security sector can be offered outside the context of the recent past, especially without mentioning the non-statutory intelligence services that operated for more than nine years in lieu of the state intelligence agency and serving the interest of political parties. The apprehensive public perception of the former intelligence structures and the fear of political affiliation of state intelligence agency is an additional issue of concern.
