In the framework of the preparations for the 2023 Tirana Civil Society and Think Tank Forum, the Kosovar Centre for Security Studies (KCSS) has been invited by the Open Society Foundations- Western Balkans (OSF-WB), ELIAMEP and CDI, to lead the consultations process with stakeholders and prepare a policy paper with recommendations for the Thematic Working Group on Security and Geopolitics, with a focus on regional security cooperation in the WB.
The 2023 Tirana Civil Society and Think Thank Forum (CSF) is a series of events that will bring together civil society representatives, think-tankers and experts from the Western Balkans (WB) to discuss various regional challenges, share best practices, and develop policy recommendations to be presented to decision makers at the Berlin Process Summit. The Berlin Process is a platform for high-level cooperation between official representatives of the WB6 and their EU counterparts, aiming to enhance regional cooperation in the WB, boost EU-related reforms and accelerate the accession process.
The Government of Albania, as current holder of the Presidency of the Berlin Process, and host of the Berlin Process Summit 2023, has mandated Open Society Foundations in Western Balkans the responsibility for preparing, organizing and overseeing the Civil Society and Think Tank Forum, on behalf of the implementing partners Hellenic Foundation for European & Foreign Policy (ELIAMEP) and Cooperation and Development Institute (CDI). A tentative date for the 2023 Tirana CSF is October 14-15, 2023.

Main objectives of the project include:
1. Understand the state of play with respect to implementation of the recommendations from the Berlin Civil Society Forum 2022 in the area of security and geopolitics;
2. Research and examine the main challenges for enhanced regional security cooperation among the six countries of the Western Balkans;
3. Promote policy dialogue with government and non-government stakeholders on how to improve regional security cooperation in the Western Balkans;
4. Advocate for particular policies to the governments of the Western Balkans and stakeholders from the EU Member States in order to advance regional security cooperation
