"STRATEGIC REVIEW OF EULEX KOSOVO: ASSESSING PROGRESS TOWARDS THE END STATE OF THE MISSION"

RISHIKIMI STRATEGJIK I EULEX-IT NË KOSOVË: VLERËSIMI I PROGRESIT DREJT PËRFUNDIMIT TË MISIONIT

A team of KCSS composed by Mentor Vrajolli (Secretary/Senior Research), Shpend Kursani (External Senior Researcher) and Skender Perteshi (Researcher) is taking part on the daylong Civil Society Dialogue Network (CSDN) meeting organized by European Peace building Liaison Office (EPLO) in Brussels on: “Strategic Review of EULEX Kosovo: Assessing progress towards the end state of the Mission".

This meeting have convened senior External European Action Service of EU, European Commission and civil society activists including a number of EPLO member organizations and 11 distinguished civil society activists from Kosovo who are involved in monitoring EULEX, judiciary and police in Kosovo.

Indeed, as a member of EPLO the KCSS have provided support in identifying the participants of this activity. Also having in mind the expertise developed in the security and justice issues in Kosovo, the KCSS team is contributing on providing insights related to EULEX's contribution and failures over the course of more than 7 years since this mission have been deployed. Likewise also other participants are providing their contribution in this topic. It worth mentioning that this is the first round-table/conference organized to date about the EULEX mission in Kosovo which involved this diversified structure of participants, which comes out few months after the eruption of major corruption alleged scandals involving prosecutors and judges of EULEX.

The meeting is organized based on Chatham House Rules and its aim is to share views related to:

-To what extent has there been progress in Kosovo Police, Customs and Justice since the establishment of EULEX?

-Where has there been most progress? Where has there been least progress?

-What are the factors that have contributed to / limited this progress?

-What are the key needs in Police, Customs and Justice in Kosovo?

-What are the best forms of assistance that could be provided to the Kosovo authorities in addressing these needs?

-If it continues in 2016, which areas should EULEX prioritise?
