''THE FUTURE(S) OF NORMALISATION OF SECURITY BETWEEN BELGRADE,PRISTINA AND TIRANA''

By establishing the dialogue between Tirana,Pristina and Belgrade the cooperation is significantly going through progress,but to develop the citizens lifes of three comunities we need a common vision for the future - wich was found in the 9th meeting and the last one of the Security Research Forum:Tirana-Pristina-Belgrade.

For the stability of the region of Western Balkan the  improvement of relations Albania-Serbia is decisive,also setting goals for cooperation between Serbia,Albania and Kosovo in the field of security,legal policies and economic it is highlighted in debate ''The future of normalisation of security between Belgrade,Pristina and Tirana'' held in 9 July 2015 in the Medial Centre,Belgrade.

The conference presented main results of the regional project from the three last years worked by the Belgrade Centre of Security Studies and the Institute of Democracy and Mediation ,with the financial support of Ministry of Foreign Affairs of Norway.

''In the 23 public events of the three cities we collected more than 1000 participants,through the exchange of researchers we found empirical evidences  on some topics that were away from the public eye,and with three polls we learned more about security threats from the citizens perspective ,while in the Summer School of Security Studies the knowledge of 30 young journalists,civil society activists and representatives of institutions  was on  increase'',noted director of QBPS - Sonja Stojanovic Gajic.

She stressed that she is encouraging  that  relations between people of the triangle Tirana-Pristina-Belgrade in the future are generally positive,however she noted that there is enough space to develop the cooperation in the issue of security and law,and also the mutual support to establish a sustainable region.

Cooperation is essential for improvement of the life's quality of residents

The essential idea of intensification of dialogue and cooperation between three comunities is to improve the conditions of life's of its citizens,especially the residents of North part of Kosovo,said Senior researcher of KCSS,Shpend Kursani.He also declared that the dialogue between Belgrade and Pristina had suffered changes and noted that in the meeting of Prime Minister of Albania and the one of Serbia,Edi Rama and Aleksander Vucic,transferred also a positive message for Kosovo.

Asked for what would be a normalisation ''good enoguh'' of relations,Kursani said that population of Kosovo for this question surley would say 'recognizing the frame',but he keeps thinking that a strong Kosovo without a recognition is better than a weak Kosovo with a recognition.

''Recognition in itself means nothing and offers nothing for a better society of Kosovo.Serbia needs Kosovo to be stable,strong,a good partner and fair to citizens of itself'',said Kursani.

For the citizens of three comunities is essential to decide the legal framework in the penal and civil,also in the field of security and law.cases.In this view,is needed to adopt bilateral conventions wich fixes fast the exchange,especially between Serbia and Albania.

Importance of independent cooperation from EU and normalization of relations

Serbia and Albania are in the first steps of development of relations ,Serbia belives that borders with Albania,Albania doesn't thinks like that,said Kursani,who noted that Kosovo would never want to be under the command of someone,not even Albania.According to him,representatives of Albania,Kosovo and Serbia are supposed to move on straight EU with mutual proposals like asking to open the borders for sezonal workers,especially because EU its the biggest exporter of Western Balkan.

Participants of the conference agreed that the dialogue between Tirana,Pristina and Belgrade has to be established in a constant and independent way from the pressions of EU,just because this is a crucial importance for security and stability in the region.

Arian Dyrmishi from Institue of Democracy and Mediation from Tirana,said that,before the ''Security Research Forum'',a concret dialogue between Serbia and Albania never existed.However,even that its not still with the best results,there is a visible change in bilateral relations of the two states.

The conference noted the importance of sturctures of security in the report Belgrade-Tirana-Pristina,in the way that the cross-border cirme should stop,wich sure favours the actual politic  climate and the missing of the relevant legal regulations.
