But, the emergency readiness issues and emergency management were responsibility of the locals.Considering this, the question may arise: How much did the Kosovo institutions and the society do on development of this security segment? Was there an importance given by the politic-makers to this security segment? Did we build sufficient capacities in cases of disassters.
