Call for Applications: European Integration School

 

The KCSS invites all public mid-level employees or young workers, professionals in the security sector, journalists, activists from civil society and researchers from Kosovo to apply for the Module on Security and Rule of Law, which will be organized within the framework of the European Integration School.

Purpose:

The purpose of the Module on Security and Rule of Law is to offer a special program of informal education on the issues pertaining to developments and reform in the security sector in Kosovo. This module will further focus on specific processes in the context of the wider field of security and the rule of law, in particular addressing crucial aspects of the process of Kosovo's application for membership in the EU. Among others, the KCSS aims through this program to contribute to increasing participants’  level of knowledge and awareness of developments and reform in the security sector in Kosovo, and to increasing integrity in the security institutions and regional cooperation in the field of security. Furthermore, this module aims to use KCSS knowledge and expertise to provide participants with a more critical perspective on processes and progress in the field of security.

Within this module, KCSS will organize two workshops:

1. Good governance in the Security Sector

The goal of this workshop is to familiarize participants with the most important areal which characterize good governance in the security sector. Given that Security Institutions in Kosovo have been formed quite recently, good governance is, likewise, in its initial phases. Therefore, in addition to basic information about the security sector (specifically the development and work of security institutions), the KCSS aims to discuss topics including:

a) Civilian and democratic control of the security sector

b) Integrity of the security institutions in Kosovo

c) Transparency and financial accountability in security institutions in Kosovo

d) Gender and minority representation in security institutions in Kosovo.

2. The reform of the Kosovo Police and Integrated Border Management

This workshop aims to discuss the reform of the Kosovo Police – one of the most important security institutions in the country. The Kosovo Police is considered to be one of the most reformed and developed institutions in the security sector in Kosovo. The establishment of police forces and the transfer of international supervision to locals represent a long, challenging and mostly successful journey. Besides the police, this module will focus on matters pertaining to integrated border management in the context of assimilation with the EU, as well as building trust with neighbouring countries and beyond. The discussion will focus on the concept of free movement, and in particular on agreements with Serbia, which represent one of the most specific and challenging examples, involving combating cross-border trafficking, border demarcation, etc. This workshop's goal is to discuss the following topics:

a) Human Resource Management within Police

b) Internal control mechanisms (including inspectorate)

c) Regional police cooperation

d) Cooperation with European security structures (including INTERPOL, EUROPOL and EUROJUST).

Logistics:

The participation expenses to the European Integration School will covered by the KCSS, including accommodation, meals, refreshments and transport. The working languages at the School will be Albanian and English, with translation provided.
