TERMS OF REFERENCE
Position: External Evaluator for Countering Violent Extremism Project
Timeframe: 30 September 2016 – 30 September 2017
Duration of the evaluator’s engagement: 10 days
1. Background
Kosovar Centre for Security Studies is an independent policy research centre founded in April 2008 and based in Prishtina - Kosovo. KCSS is dedicated to security sector development and reform in Kosovo and Western Balkans. It proactively promotes principle of good governance, integrity and resilience.
KCSS has four specialized programs, as following:
• Countering and Preventing Violent Extremism
• Building Integrity in the Security Sector
• Regional Cooperation in the Security Sector, and membership into Euro-Atlantic structures
• Kosovo Security Barometer
In the framework of Countering and Preventing Violent extremism programe its main purpose is awareness raising of citizens on the risks of violent extremism. Since September 2016, KCSS has been implementing the project on Countering Violent Extremism aiming to reduce and mitigate the threat posed by foreign terrorist fighters and other radicalized individuals in Kosovo, by capacity building of involved stakeholders in conducting localized counter-messaging and engaging in the community. More precisely, the project’s final goal is to engage citizens and community members in countering and preventing violent extremism and radicalization in Kosovo. Debates, lectures and many meetings with stakeholders from different fields either from security, media, civil society as well as public institutions are just some of the activities that were implemented by the research team of KCSS, working on CVE issues.
This project has been supported by the US Department of State in close cooperation with US Embassy in Prishtina, and was implemented in 11 municipalities of Kosovo such as: Prizren, Peja, Mitrovica, Gjilani, Ferizaji, Kamenica, Hani i Elezit, Kaçanik, Gjakova, Klina and Decan.
2. Scope of work
The evaluator will review and analyze the activities of the project provided by the KCSS team. The evaluator will assess the extent of the implementation of the project in general, with main focus on:
- Organization of the activities in the field;
- Adcocacy;
- Communication and outreach;
- Quality of the published report;
- Ability to organize advocacy meetings with relevant stakeholders.
3. Deliverables
1. The evaluator will prepare an evaluation report that describes the evaluation and puts forward the evaluator’s findings and recommendations.
2. Verbal presentation of the report in front of the KCSS staff
3. Evaluation must be written both in English and Albanian language
4. Method of work
While maintaining independence/neutrality, the evaluation will be carried out using a participatory approach, which seeks the views and assessments of all parties. The evaluation will make use of the results of previous evaluations of this project. The process of evaluation will rely on face to face interviews with employees of KCSS (3 staffers) and partner organizations (up to 3) and governmental sector (up to 2).
5. Evaluation Time Frame
September 2016 – September 2017 (Evaluation is expected to be finish by the latest 10th of September 2017)
6. Funding
The selected candidate will be paid a maximum value of 2000 € (GROSS) for the entire commitment.
7. Requirements and Qualifications of the evaluator
• At least 5 years of experience in the relevant field
• Rights based approach to evaluation
• Knowledge of programming and project cycle management
• Excellent written and verbal communication skills
• Experience in producing high quality written reports
• Fluency in English
• Knowledge of the Western Balkans context (advantage)
8. The documents to be submitted with expressions of interest include:

o Example of previous work done on evaluation of projects
The evaluator should not have been directly involved in the work with KCSS or donor/funders of the KCSS activities or in the implementation of any of the projects.
