ROUNDTABLE: SECURITY AND INTELLIGENCE OVERSIGHT- OVERSEEING INFORMATION COLLECTION AND INFORMATION SHARING

The Kosovar Center for Security Studies (KCSS) jointly with Geneva Center for Democratic Control of Armed Forces (DCAF) has organized the roundtable on “Security and Intelligence Oversight- Overseeing Information Collection and Information Sharing”. This roundtable was organized in Ohrid Macedonia from 24-26 June 2013.

About Project

This roundtable had been set up for Member and staff of selected committees of the Assembly of Kosovo, with focus on the Committee on Internall Affairs, Security and Supervision of KSF and the Supervision Committee for Kosovo Intelligence Agency, and was attended by representatives of executive institutions, judiciary, civil society and various international and local experts in security and intelligence oversight and governance.

The sessions which are discussed in the roundtable:

1. Session 1: Overseeing of information collection- Introduction;

2. Overseeing  of information gathering - - Authorization as the main protection towards potential abuse;

3. Overseeing of cooperation between intelligence and law enforcement agencies- Sharing of Information;

4. Overseeing of cooperation between intelligence and law enforcement agencies- Case study;

5. Frameworks for the interception of telecommunications - Insights from Slovenia, Croatia and Montenegro

6. Promotion of transparency and accountability in Defence Sector- Role of Parliament

 

The aim of the roundtable was:

•         to provide insights on oversight of intelligence cooperation with law enforcement agencies with a particular focus on information sharing among domestic agencies;

•        To provide insights on information’s collection with a focus on the role of judiciary in authorizing information collection and cooperation with parliamentary oversight bodies;

•         To discuss lessons learnt from the implementation of legal frameworks for interception of telecommunications with experts from Kosovo, the West Balkans, and EU countries;

•         To raise the awareness on the role of the parliament in fostering transparency and accountability in the defence sector;
