Project Description:

As noted in several reports, the democratic oversight of the security institutions seeks to be weak in Kosovo. This state has been expressively addressed in the latest EU Commission Progress Report on Kosovo (See Report for 2009). Despite having weak performance of the parliament and civil society organizations in scrutinizing the activities of security institutions, furthermore the role of external public agencies is almost inexistent. For this purposes, KCSS launched a new project with aim of evaluating the performance of independent agencies in scrutinizing the security institutions in Kosovo. The research team of KCSS will produce a study report based on the research which will highlight the state of affairs and deliver recommendations for improvement.

Key representatives of independent agencies in Kosovo (Ombudsman, Office of Audit-General and other independent agencies)

Ministry of Internal Affairs and Ministry of KSF

Kosovo Police

International Organisations

Local experts

Media

Civil Society Organizations
