Kosovar Centre for Security Studies (KCSS) today, on 7th of November 2017, has published the report “Kosovo Risk Assessment Report since Independence – February 2008 – June 2017”. Invited to present the project that supports the project and its findings were:
• Her Excellency, Dutch Ambassador in Kosovo. Ms. Gerrie Willems;
• Florian Qehaja – Executive Director KCSS
• Skender Përteshi – Researcher KCSS
The findings of the report provide real facts of the security sector position in Kosovo. The report gives a general overview of threats that affected Kosovo in the period covered in the report, where the general types and scope of threats are presented. The assessment continues with the findings on consequences of these threats, and offers information on causalities and threat targets in the past decade. The assessment presents the linkage of foreign fighters with the background of different types and scopes of threats that affected Kosovo.
Of the 73 recorded threat incidents in KCSS’s database, the majority or around 62 % of them have been of the political type, while around 36 % have been of the religious type. Close to 80 % of executed threats were political in nature, while close to 70 % of unexecuted ones were in religious in nature.
The Dutch Ambassador stressed that there has been progress in legislative aspect and coordination between institutions in countering violent extremism in Kosovo. According to her, the report launched today is a great step forward that brings a realistic approach on how we should address the problem in Kosovo. The report underlines that the threats that Kosovo may face in the future can not be predicted and Ms. Willems encourages the security institutions and civil society to constantly work in this directions and address the challenges that Kosovo faces.
