On 21st January 2014, Kosovar Center for Security Studies (KCSS) has organized a focus group entitled “The Transparency and Management of the Public Finances in the Kosovo Security Sector”. This focus group meeting was attended by senior representatives from Ministry of Internal Affairs, Ministry of Kosovo Security Force, Agency Against Corruption, Office of General Audit, Public Procurement Regulatory Commission, independent analysts and Civil Society Organizations representatives.
During this meeting participants had the opportunity to discuss about the challenges which the security institutions in Kosovo are facing in different areas, including the: poor budget planning and management; weak functioning of procurement; low performance of internal audit units; the challenge of building professional integrity among the staffers of security institutions in Kosovo and the need for improvement of the cooperation between security institutions and independent state bodies which oversee the security sector in Kosovo.
The findings and the recommendations which came out from this focus group meeting will be used for the finalizing of the policy report entitled “Financial Transparency and Accountability in the Kosovo Security Sector” which is going to be published in the second half of February 2014.
