- The Geneva Centre for the Democratic Control of Armed Forces (DCAF) organized at the Austrian National Defence Academy (LVAk) a four-day study visit on “Security Sector Governance and Oversight – Exchange on Lessons Learned for Parliamentary Oversight” for members and staff of selected committees of the Assembly of Kosovo with a focus on the Committee on Internal Affairs, Security and Supervision of Kosovo Security Force. The study visit was held from 10-14 of December 2012. Qehaja provided two presentations on the parliamentary oversight of security sector in Kosovo – views from non-governmental perspective. The focus was on the tools of oversight as well as monitoring of implementation of legislation and strategies in the security sector.
- DCAF organised another regional conference in Ljubljana from 5-6 December 2012 titled “Bringing together the watchdogs: Evaluating and enhancing the oversight of intelligence services in the Western Balkans.” This conference marked the conclusion of a DCAF two year project as well as a launch of a Toolkit and a Series of case studies from the Western Balkans. Qehaja wrote the chapter on the case of Kosovo. Qehaja provided a presentation in the panel on the role of civil society in scrutinizing intelligence agencies in the Western Balkans.
