Background:
The project "Ethnically Marginalized Youth Empowerment in Kosovo and Bosnia and Herzegovina" aims to amplify and harness the dynamic potential of ethnically marginalized youth, ensuring their pivotal role in shaping the region's future. Recognizing young people’s diversity and challenges, especially among the marginalized, the initiative seeks to foster an inclusive environment where every voice is valued and heard.
As part of the project, an International Youth Leadership Camp will be organized in Montenegro, during the period of 12/04/2024 to 14/04/2024. The Camp will be organized for the purpose of discussing and defining key challenges related to scarce employment opportunities for young people in Bosnia and Kosovo. The camp welcomes applications from young individuals aged between 18 and 30 who are eager to engage in discussions and collaborative initiatives.
It is crucial for individuals to collectively raise awareness that the economic future of both countries depends on young people. As future decision-makers, they will drive developments and policies. During this Youth Camp, participants will acquire decision-making, leadership, and soft skills essential for personal growth. Through exchanges with experts from Bosnia and Herzegovina and Kosovo, they will develop tools to navigate the job market and actively engage in advocacy, policy development, and change.
Objective
The objective of these Terms of Reference (ToR) is to define the role and responsibilities of the expert presenter who will be facilitating the whole two-day workshop for the Youth Camp. The expert presenter will be expected to deliver a high-quality presentation that covers the following topics:
- The current situation and challenges of ethnically marginalized youth in Kosovo and Bosnia and Herzegovina, with a focus on employment, education, and social inclusion.
- The best practices and lessons learned from other countries and regions that have successfully addressed the issues of youth empowerment and participation.
- The opportunities and recommendations for enhancing the role and voice of ethnically marginalized youth in policy-making and advocacy at the local, national, and regional levels.
- The practical skills and tools for developing and implementing youth-led initiatives and projects that aim to improve the livelihoods and well-being of ethnically marginalized youth and their communities.
Tasks and Deliverables
The expert presenter will be responsible for the following tasks and deliverables:
- Prepare and submit a detailed outline of the presentation, including the main points, sub-points, examples, and references, at least two weeks before the workshop.
- Develop and submit the presentation materials, such as slides, handouts, videos, or other visual aids, at least one week before the workshop.
- Deliver the presentation in an engaging and interactive manner, using appropriate language, tone, and style, during the workshop.
- Facilitate the discussion and feedback sessions after the presentation, encouraging the participation and input of the workshop attendees.
- Provide a summary report of the presentation, including the main findings, conclusions, and recommendations, within one week after the workshop.
Qualifications and Requirements
The expert presenter should have the following qualifications and requirements:
- A minimum of two years of relevant experience in working with youth, especially ethnically marginalized youth (preferably in the Balkan region), in the fields of employment, education, social inclusion, or related areas.
- A proven track record of delivering effective and impactful presentations, workshops, or trainings on youth empowerment and participation, preferably in the context of Kosovo and Bosnia and Herzegovina.
- A sound knowledge and understanding of the current situation and challenges of ethnically marginalized youth in Kosovo and Bosnia and Herzegovina, as well as the best practices and opportunities for addressing them,.
- strong communication and facilitation skills, with the ability to adapt to different audiences, contexts, and formats.
- A fluent command of English, as well as the local languages of Kosovo and Bosnia and Herzegovina.
Duration and Remuneration
The duration of the assignment will be from 12.04.2024 to 14.04.2024, with an estimated total of 2 working days. The remuneration for the expert presenter will be based on the agreed daily rate, which will be determined by the project budget and the qualifications and experience of the selected candidate. The remuneration will be paid in one installment, a total of: 400 euro per day.

The selection process will be based on the evaluation of the applications according to the following criteria:
- Relevance and quality of the experience and qualifications (60%).
- Relevance and quality of the sample presentation materials (40%).
Only shortlisted candidates through a desk review process will be contacted for an interview by April 3, 2024. The final selection will be made by April 5, 2024.
